Sealed Tenders are invited from intending participants for Transportation of Wheat on the route Within District and District to District (Within Region) and Other Region and Miscellaneous / Labor work for the year 2021-2022, in the prescribed form and bidding documents obtainable from this office during the office hours from the date of 1st publication to 24.03.2021 at Rs. 2,000/- (Rupees two thousand only) per form (non-refundable) which should reach upto 25.03.2021 at 11:00 A.M. in the Office of the Deputy Director Food, Hyderabad Region, Room No. 109 Block A, Ground Floor Shahbaz Building Hyderabad Region, which will be opened on the same day i.e. on 25.03.2021 at 12.00 Noon in presence of the parties or their authorized representatives subject to provision of authority letter for representation from respective owner(s) / Directors of the firm, who wish to be present. In case NIT remains un-responded at the above date, the next date of opening will be 13.04.2021 and last date for issuance of tender form will be upto 12.04.2021. Tme & Venue will remain the same. No tender forms shall be issued on the day of opening of the tenders. For tendering the Bids, following instructions should also be fulfilled: The other terms and conditions, details of work / routes showing quantity of wheat to be shifted and amount of security deposit are shown in the Bidding document along-with the criteria for acceptance & rejection of bids are attached with the Tender Form, which can be obtained from this Regional Food Directorate, Hyderabad on any working day. The Bid shall remain valid for the period of 90 days after the date of bid opening. 5% Bid security required under SPPRA Rules 2010 (amended to date) which may be calculated by the offered rate on the quantity shown in the bidding documents in shape of call deposit / CDR to be pledged in the name of Deputy Director Food, Hyderabad Region which shall remain valid for a period of 28 days beyond the validity period for bid. Tenders without Bid Security will not be entertained. However, Bid security will be refunded to the unsuccessful bidders after awarding of contract to the successful bidders. The rate per bag of i01 kg gross should be quoted in words as well as figures and shall include the transportation / loading / unloading proper stacking at the center / inside godowns to the level upto 15 to 18 bags high, besides collection of sweeping stitching of torn / slack bags with cost of sutlie. The envelope should invariably bear the word "TENDERS". The bidders shall submit their bids in a single package containing two separate envelopes. Each envelope shall contain separately the financial proposal and technical proposal. The first envelope shall be marked as "TECHNICAL PROPOSAL" and second as "FINANCIAL PROPOSAL" in bold and legible letters to avoid confusion under the relevant provision of Rule 46 (2) of SPP Rules, 2010. The successful bidders shall be bound to pay all the admissible taxes (viz. Income Tax, Sales Tax, Stamp duty etc) applicable at the time of payment. Incomplete tender(s) schedule(s) and incomplete Bid Security amount shall not be entertained and such tenders shall be rejected. Tenders received after due date and time shall not be entertained. Bank Statement for the period from O .2020 to 31.12.2020 showing minimum turnover of Rs. 50 Million from scheduled bank and will be determi n the basis of participating business [firm account only. Transport Contractors who have worked in the Food Department earlier are required to have three years experience of handling and tr rtation of commodity with any Government Department. In such case the contractor is required to pro e valid and original experience, Performance and No dues certificate issued from the respective depart Those transport contrac ho have done the transportation work in the Other Regions of Food Department are required to provi e Latest performance certificate and No dues certificate from all the Regions of Food Departmentvjz. rachi, Mirpurkhas, Shaheed Benazirabad, Sukkur & Larkana Region issued from the respective Deputy bfrector Food. Furthermore those transport contractors who have done the transportation work in Hydera ood Region during last year 2020-21 are required to provide the Performance & No dues certificate fro e District Food Controller concerned. Affidavit on Q n-judicial stamp paper of Rs. 500/- undertaking following: (I) That thiirm is neither blacklisted and nor defaulter with Food Department, Government of Sindh. (II) That the contractor/ firm will be bound under obligation and sole responsible for completion of awarded work by him / themselves and will not sublet the contract in any case. (III) That the bidder will provide the (03) three specimen signatures of the contractor, the director(s) and / or authorized representative(s) of the firm which shall be duly attested by the First Class Magistrate (FCM) / Oath Commissioner. Successful bidders shall submit performance security at 10% on the contract value (as per bidding documents) in shape of Pay Order or Demand Draft or Bank Guarantee in favor of Deputy Director Food, Hyderabad within the period specified in th Bid / offer acceptance of tender failing which the Bid security of the bidder may be forfeited. The other terms and conditions are mentioned in the tender form while and therefore, the bidder will have to sign each and every page of tender form and bidding documents while submitting his bids. The Deputy Director Food / Procuring Agency may reject all the bids or proposals at any time prior to the acceptance of a bid or proposal according to SPPRA Rules and shall not incur any liability towards the bidders.
